It should accurately state the academic facts the institution can certify. The reviewer can then assess whether those facts establish the required qualification.

A letter confirming attendance is different from confirmation that degree requirements have been met. Provide the underlying transcript where relevant and identify any outstanding conferral or examination issue.
Ask the registrar to state separately whether all programme requirements are completed, the credential to be awarded, and whether conferral remains merely administrative. Pair that letter with the transcript and the employer letter or contract, because academic proof does not establish the proposed professional activity. TN eligibility belongs only to a Canadian or Mexican citizen, not a Canadian permanent resident, and requires a profession listed in USMCA Appendix 2 to Annex 16-A, that profession’s particular minimum credential, and prearranged professional work for a U.S. or foreign employer. Do not ask the university to opine on immigration eligibility or conceal an unfinished practicum. A Canadian can present the evidence at a port of entry or proceed through Form I-129.
Hypothetical example: A Russell landscape architect has completed studio courses but awaits confirmation that a final field placement was accepted. The U.S. design practice’s contract identifies landscape-architecture duties, compensation, and duration. The school should confirm only the placement result and completion facts it can verify; it should not declare that the applicant already holds a degree if conferral requirements remain. The applicant should reconcile the registrar’s wording, transcript, and contract before choosing an application date, while ensuring the arrangement is employment rather than prohibited TN self-employment.
